Methodology

Portfolios are assembled algorithmically from HPD Multiple Dwelling Registration data. Two landlords are grouped into the same portfolio if they share a registered business address (Branch A) or share a name with a similar address in the same zip code (Branch B, trigram similarity > 0.9). Portfolio grouping replicates the approach used by JustFix Who Owns What.

Ranking metric: open HPD violations per residential unit, among portfolios with ≥50 units and ≥2 buildings. Open violations = those not yet resolved as of the analysis date.
HPD violations: from NYC Housing Maintenance Code Violations (wvxf-dwi5) via NYC Open Data. Only open (unresolved) violations are counted; resolved violations are excluded from 311tracker's dataset.
311 complaints: HPD-type complaints from NYC 311 service requests (2024–2026).
Rodent failures: DOHMH rodent inspection failures since 2017 (all failure types combined).
Evictions: residential evictions executed by NYC Marshals since 2017, per NYC Department of Investigation records.
ECB violations: active (unresolved) DOB Environmental Control Board violations.
DOB major permits: A1 (major alteration), NB (new building), and DM (demolition) filings from the NYC DOB job applications dataset. A high permit count is not necessarily negative — it may reflect active renovation. It is shown as context only and is not part of the ranking.
Rent-stabilized units (2023): self-reported annual registration data from nyc-stabilization-unit-counts (2007–2017) and JustFix nyc-doffer (2018–2023). Data covers 2007–2023; no estimate flag exists for 2018–2023 filings. A zero or missing count does not reliably indicate a real loss — non-filing is indistinguishable from a true zero in this dataset.
No Geosupport: address normalization does not use NYC's official Geosupport geocoder, which may cause some under-grouping (missed connections between buildings owned by the same landlord at inconsistently formatted addresses). False positives (incorrect merges) are more likely to be caught and removed than false negatives.
Shared business addresses: Some landlords use third-party filing services that list a shared business address on HPD registrations. A shared address alone is not treated as evidence of common ownership; portfolios where multiple owners were linked through a shared address were manually reviewed against the underlying registration data for internal consistency before publication.
