What Is NYC 311?

NYC 311 is New York City's non-emergency government services hotline and platform. Residents can use it to report housing conditions, noise complaints, illegal dumping, and hundreds of other issues. For housing-related complaints, 311 routes requests to HPD (Department of Housing Preservation and Development), which is responsible for inspecting buildings and issuing violations to landlords.

Since January 2024, New Yorkers have filed over 1.8 million HPD-related 311 complaints. Our investigation into complaint closures found that many are resolved without individual inspection — and that 28.4% of heat complaints are batch-closed simultaneously.
